The Ministry of Commerce has circulated the draft “E‑Commerce Policy 2025–30” to key government bodies, telecom and finance regulators, logistics firms, and private sector leaders. This follows a round of consultations to gather feedback ahead of submission to the Economic Coordination Committee (ECC) for final approval.Building upon the foundational 2019 policy, this revised version takes a more visionary and comprehensive approach. It is designed to boost Pakistan’s digital economy by supporting stakeholders at every stage—from onboarding, payments, logistics, and consumer protection, to cross‑border trade.
Key features include:
- Lifecycle-driven strategy: The policy offers an end‑to‑end support model to address structural challenges such as regulatory inconsistency, payment system fragmentation, consumer trust and logistics inefficiencies.
- Youth empowerment: For the first time, the policy formally includes adolescents aged 15–18 by introducing age‑appropriate compliance procedures and oversight mechanisms aimed at nurturing young entrepreneurs.
- Inclusive growth: The strategy specifically targets increased participation by women, micro and small enterprises, and rural communities to ensure digital opportunities are widely shared.
- Coordinated execution: It provides for a structured governance framework involving the National E‑Commerce Council (NeCC), specialized Working Groups, and a purpose‑built E‑Commerce Secretariat tasked with driving the policy’s implementation and tracking progress in real time.
Commerce Minister [Name], speaking on the initiative, emphasized that this policy goes well beyond regulation. “It is a strategic blueprint aimed at removing barriers, promoting innovation, attracting investment, and positioning Pakistan as a competitive force in the global digital marketplace.”
If approved by the ECC, the E‑Commerce Policy 2025–30 will serve as a guiding roadmap to strengthen domestic digital trade and elevate Pakistan’s global digital standing—while opening economic doors for youth, women, SMEs, and rural entrepreneurs.
